Who decides what, who carries it out, and where the public fits into both.
The council
Adopts ordinances, sets the budget, and approves contracts. Meets in open session twice a month, and every meeting has a public comment period.
The mayor and administration
Runs day to day operations, manages department heads, and brings recommendations to the council.
The clerk
Keeps the official record, publishes agendas and minutes, and processes records requests.
Boards and commissions
Volunteer bodies that review plans, hear appeals, and advise the council. Most have seats open to residents.

Your right to participate
Meetings are open. Records are public. Both of those are law, not courtesy.
Attend a meeting
Agendas post at least 48 hours ahead. Public comment is on every regular agenda.
